Hours: 37 hours per week (flexible working/compressed hours considered)
Duration: Fixed Term to 31st March 2026 (Extension subject to funding)
Salary: £54,000 per annum / pro rata
About Us
Reporting to the Cheshire and Warrington local authorities, the role of Enterprise Cheshire and Warrington (ECW) is to support Cheshire and Warrington's elected leaders to make C&W the healthiest, most sustainable inclusive and growing place in the country by
- Providing strategic economic planning
- Delivery of key government programmes; and
- Ensuring that a strong, independent business voice is reflected in the advice ECW provides to elected leaders
Skills Bootcamps are part of the Government’s Lifetime Skills Guarantee, helping everyone gain skills for life. Skills Bootcamps support ECW’s social and economic objectives of delivering a sustainable, healthy, inclusive and growing economy.
After receiving over £3.2M since it’s successful launch in 2022, ECW has been awarded a further £9 million from the Department for Education (DfE) to deliver Skills Bootcamps to over 2630 learners in Cheshire and Warrington from April 2025; and we are expanding our operational team to deliver this programme.

The Role
To provide effective programme management for the Skills Bootcamp programme delivered by ECW and funded by the Department for Education. The role encompasses the whole programme cycle including programme design appraisals, contracts, claims, risk management and reporting to the Skills Bootcamp Steering Committee, Government Departments and Local Authorities.
To ensure that the Skills Bootcamp programme is delivered on time, on budget, achieves the defined outcomes and meet the highest standards of public sector governance and transparency, including ensuring that individual skills bootcamps deliver good value for money, and to support the achievement of the Cheshire & Warrington strategic objectives. To provide and support a centre of expertise for programme management including finance and contract management to the wider skills bootcamp team and stakeholders.
Excellent Microsoft Excel skills will be important for completion of regular tasks, Microsoft PowerBi skills would be advantageous. Strong analytical skills with a tenacity in seeing more challenging tasks through to completion, are critical to the success of this role. Some programme finance experience would be advantageous.
Responsibilities will include:
- To provide the functions of a Programme Office with direct responsibility for the delivery of the Skills Bootcamps programme.
- Co-ordinate overall programme management and performance reporting on all aspects of the skills bootcamps programme.
- Support and advise grant applicants for Skills Bootcamp funding and prepare papers on applications for consideration, as required, by the Skills Bootcamps Steering
- Draft contracts for authorisation by the Finance and Commercial Director and monitor progress against contracts on all funded projects and others as
